Timeline of events including F.B.I Color of the law complaint

I swear that the following statement is true and correct, under penalty of perjury.
I am writing the federal bureau of investigation of multiple color of the law violation. This involves Ramsey County Police Department, Hennepin County Medical Center and Hennepin County Jail. I have enclosed a chronological time line of events of the records I personally have if there are some that are missing or any question involving the complaint feel free to contact me at above heading. I will do my best to explain the complaint in below lines.
1. On 11-19-2008 booked into Ramsey county Jail was injured at the jail have witness to not being injured prior to jail visit.
2. In court charges dismissed and pled to a misdemeanor specifically asked judge about personal property should be on court transcript connected with Ramsey County complaint number 08241201.
3. Was released from jail injured and without property they refused to return to me confirming mishandling of property. Sgt. Cheshier put a holds on it even though the case was over was searching through telephone illegally and contacting people on phone. The case was resolved in court the property should have been returned upon release.
4. Contacted police department multiple times including Sgt. Cheshier personally would not return phone calls. Also would not return property.
5. I have enclosed a complete list of property taken by police department through their illegal search and seizure. This occurred in November I was released out without proper winter jacket my eyeglasses or even my pants I was wearing.
6. After Contacting police over a 2 year period filed an internal affairs complaint please see enclosed copy’s in said Ramsey County papers they said property was destroyed and sent me a claim form. I completed the claim form and was sent another Saint Paul paper with heading re: claim against city of Saint Paul file number C-110136 in the paper they state “the Saint Paul Police department is not a storage facility” and refused to pay for property. This confirms Police misconduct through illegal search and seizure and police mishandling of property.
7. On this date listed above I suffered a spinal injury while in police custody I will outline the proof of this the best I can. I have enclosed a copy of the MRI findings and a copy of the original disk the injury is to the L-4-5 Level of the spine impinging upon the existing left L4 nerve root. This resulted in 4 years of seeing medical doctors I have enclosed only important copies of medical records if needed will provide all as a result of excessive force conducted by the same police force as the illegal search and seizure and mishandling of property.
8. The following is a separate color of the law complaint but it provide proof of injury occurred at the St. Paul police department. This involves Hennepin County Medical Center the following date after leaving the St. Paul Police Department on 12-2-2008. I have enclosed a copy of said medical record on the first page states “Just got out of jail yesterday” and “the bullshit cops wreaked by tailbone” page 1. Page 2 he states a week ago police threw him down and hurt his tail bone.
9. Throughout the entire medical record it indicates the hospital should have followed the Minnesota state statue 253B.05 emergency admissions. By keeping me from harm and others as the state statute is designed to do.
10. They also typed in said medical report that I was injured and were suffering from chronic pain page 1 and 2. On page 3 says I am threating others as with above stated law they should have followed it. Says on same page did not make contact with them but was taken to ground hand cuffed and brought to holding cell and was hog tied with existing chronic pain.
11. Above is confirmed in Minneapolis Police Department CCN: MP-08-36909 where reporting officer Venessa Schwanke and Timothy Merkel dispatched to security holding where I refused a disorderly conduct ticket because I was there for legitimate medical reasons as outlined throughout the entire medical report. This report confirms that I had a prior injury and was given no medical treatment at Hennepin County Jail. On page 2.
12. This is separate color of the law complaint due to a prior probation with Hennepin county employee John Sanborn I was given a probation violation for said act at Hennepin County Medical Center. I was not given adequate mental health care due to the violation of Minnesota state statute 253B.05 by not keeping me or others from harm. I was released from Hennepin County to come back with in short period of time where obviously my civil rights are being violated at more than one place.

13. Through duress by above actions listed above myself and others were damaged by the complete. This can be confirmed in Buffalo police ICR#08010980 I have enclosed a copy of said report. These actions are actions I would not be doing normally. Though Violation of above list state statues and criminal neglect 609.233 criminal neglect by actions at HCMC. By failing to follow the 72hr hold law and intentionally harming a vulnerable adult. I was at the St. Paul Police department, HCMC and Hennepin county jail as indicted under federal law incarcerated people are vulnerable adults.

This was supplied to the Minneasota F.B.I because it is against multiple federal and state laws. the names have been removed to protect privacy . Starts in St.Paul, goes to H.C.M.C where the patient is seeking medical care and to Wright County,MN then goes back to St.Paul in a very short period of time.
